INTERNATIONAL STUDENT ASSOCIATION CONSTITUTION
EASTERN KENTUCKY UNIVERSITY

Preamble:

The Eastern Kentucky International Student Association declares and affirms this constitution for the purpose of establishing its rules and regulations as a student organization. Therefore realizing that the experiences we partake in may later help international students establish themselves as vital members of the future does accept the following:


ARTICLE 1 Name:

The name of this organization shall be the International Student Association of Eastern Kentucky University.

ARTICLE 2 Purpose:

The purpose of this organization shall be to develop and utilize the available resources on Eastern's campus to promote academic, social and cultural awareness within the organization, and to the campus and the community.

ARTICLE 3 Memberships:

The members of the ISA shall consist of all International and non-International students wishing to join. To register to vote students must be enrolled for credit at EKU, and must have attended one major ISA event each semester. Any student enrolled for credit at EKU is eligible to register to vote. The registration process will continue for a minimum of four weeks. The last day of registration will be one week before the first day of election. Officers will be prohibited from endorsing any candidate other than themselves.

ARTICLE 4 Officers:

The officers will include:
President
Vice President
Treasurer
Secretary
Activity Coordinator
Finance Coordinator
Information Technology Coordinator
Publicity Coordinator
Advisor, non-voting, as prescribed in the by-laws

The term of office for all officers shall be for one year from June 1 through May 31.

ARTICLE 5 Officers' Duties:

President

A. Shall be presiding officer at all regular and special meetings of
the board and of the general membership.

B. Shall organize and plan the order of such meetings.

C. Shall chair meetings of the Executive Committee.

D. He/she must have been an active member of ISA the previous year.

Vice President

A. This person's main duty is to preside in the absence cooperation or at the request of the President.

B. The same qualities must be found in this officer as in the President.

C. This officer must be a co-chairperson of a standing committee.

D. In the event of the inability of the president to serve (leaving school, graduation, medical, removal from office, etc.) the Vice President will become the President and the Vice Presidential vacancy will be filled following the process outlined in ARTICLE 8. - C.

Treasurer

A. The duties of the Treasurer shall be to keep in trust all monies
received by the organization.

B. To disburse the same only upon proper requirement according to the
rules stated in the by-laws.

C. He/she must keep an accurate account of all money received or disbursed.

D. He/she is responsible for any negligence on his/her part pertaining to careless handling of the treasury and shall be held liable for the same.

E. Perform other activities as is specified during the term in office.

Secretary

A. The duties of this officer shall be to take down and keep the minutes of all the organizational meetings.

B. Shall maintain an accurate enrollment of the membership.

C. Shall assist the president in keeping a program-planning book.

D. Must maintain a copy of the constitution and by-laws of this organization and keep in readiness to use when called for at any meeting where he/she is recording proceedings.

E. Perform other activities as is specified during the term in office.

Activity Coordinator

A. Shall be responsible for informing ISA of forthcoming events.

B. Shall be responsible for organizing activities for ISA.

C. Perform other activities as is specified during the term in office

Finance Coordinator

A. Shall be responsible for organizing activities that produce income for ISA.

B. Shall work with the Treasurer on any financial work when requested.

C. Perform other activities as is specified during the term in office.

Information Technology Coordinator

A. Shall be responsible for supporting ISA's web site.

B. Shall keep an active record of the membership and maintain an accurate ISA group e-mail list.

C. Will work on any other technical work for ISA.

D. Perform other activities as is specified during the term in office.

Publicity Coordinator

A. This officer's first and foremost duty is to assist the Secretary.

B. Shall publicize events and activities of ISA.

C. Perform other activities as is specified during the term in office.

Advisor

A. May attend organizational meetings at his/her and may recommend policies and procedures but may not vote on issues before the board.

B. The advisor and president will serve as a liaison between the ISA and the International office and other offices on campus.

ARTICLE 6 Meetings

A. The regular meetings/activities of the ISA shall be held once a quarter at a pre-determined date.

B. Executive Board meetings shall be held at least once each month or as determined by the Executive Board.

ARTICLE 7 Amendments

A. Officers of the organization may propose a motion for constitutional revision at any meeting of the board or at a general meeting.

B. A 2/3 majority vote of all voting members attending a general meeting, announced at least two weeks in advance, along with the distribution of the revised constitution, is necessary to pass any proposed revision of the constitution.

ARTICLE 8 Impeachment of Officer

A. Termination of office shall be on the grounds of neglect or abuse of their office.

B. Evidence must be brought forth in the organizational meeting and reviewed by the executive board (not involved).

C. Following review by the executive board the proposed termination will be brought to the members at a general membership meeting and voted upon.

ARTICLE 1 Voting

A. Absentee voting is allowed only by special permission from the President, but the votes must be given to one of the officers prior to the meeting in which the voting will take place.

B. Meetings are open to visitors, but they are not allowed to vote.

ARTICLE 2 Elections

A. Annual election shall be held in the spring semester for all officers.

B. The election shall take place for four consecutive days.

C. Election time will be from 8:00 a.m. ­ 4.30 p.m.

D. At the conclusion of the election, ballots will be counted by the executive board. One representative from each candidate, and the ISA advisor the International Program Director and/or Program Coordinator will be present during the vote count.

E. Current executive board member running for a position shall not participate in the ballot counting process.

F. All officers shall be elected by secret ballot.

G. Online voting will not be permitted.

H. In the event an office is vacated the board will invite ISA members to apply for the position. The final appointment will be made by the executive board.

I. Candidates are not permitted to electioneer or campaign in the International Office or corridor leading to the International Office during any of the election days.

ARTICLE 3 Quorums

No general meeting shall be recognized unless a majority of officers are present.

ARTICLE 4 Finances

A. signature of the president or the treasurer is required before any withdrawals can be made by the treasurer.

ARTICLE 5 Discipline

A. No smoking is allowed during meetings.

B. No profanity is allowed during meetings; unruly officers/members will be dismissed from the meetings by motion of the president and approval of those present.

C. All officers are required to attend meetings, unless he/she has an appropriate excuse.

D. In case of absence from meetings, officers are required to report their absence to the president or vice president prior to the meeting.

E. Officers are required to be punctual at all meetings and organizational activities.

F. Before speaking, an officer or member is required to indicate to the presiding officer that he/she wishes to speak and must only speak when recognized by the presiding officer.

G. When a(n)member/officer presents an idea, other members at the meeting are required to respect this and pay attention to the speaker.
